Ethics: Social Aspects and Factors Related to Active Cyber Defence (ACD)

We  review data that provid insights into the underlying beliefs and values of the decision maker which would influence their decision to launch / not launch ACD.    From a social sciences point of view – active defense, hack backs, and strike backs are interesting cases of revenge, retaliation and logical calculated decisions (revenge is not the same as retaliation).  Our research shows while there is a strong desire to conduct these operations – there is evidence the decision maker is struggling with some core issues, which will be presented.
